Constant-current vs constant-voltage LED driver, which for signage?

Been using 12V constant-voltage supplies for LED strips. New client wants high-power COB LED modules for a bright storefront.
COB datasheet says "700mA constant current" not "12V". Confused.

- CV (constant voltage): strips with built-in resistors, you supply fixed V
- CC (constant current): raw LED arrays, driver holds fixed mA, V floats
