LED ayaw kumislap, bagong project, paano i-debug?

Hello po, beginner here uli. Stuck na naman.
Setup: Arduino Uno, LED with 220ohm resistor, simple blink. Code uploads fine, no error. LED dead pa rin. Wala multimeter sa bahay (school lab only).
Tried:

- Flipped LED polarity
- Different pin (13 to 12)
- New jumper wires
